The Town Improvement Association of Winter Park was organized March 3, 1887, at the office of The Winter Park Company.   It was was based on the Laurel Hill Association of Stockbridge, Massachusetts,which was founded in 1853, and is still in existance today.

At the first meeting, twenty residents signed up for an annual membership and two became life members.   The group was divided into four districts and the projects of the association included planting trees, keeping sidewalks in repair, cleaning and maintaining the parks, and encouraging sociability among the citizens.

In 1890, Orange County voted $100 to assist the Town Improvement Association of Winter Park in issuing a pamphlet advertising the resources and advantages of the town.

The group changed its name to The Winter Park Village Improvement Association in 1893.   It retained that name until 1909 when it became the Board of Trade.   On November 1, 1923, the Board of Trade became the Winter Park Chamber of Commerce.
