National Library Service for the Blind and Physically Handicapped: 
      A free Library of Congress program offering Braille and recorded materials to eligible borrowers through a network of
      cooperating libraries.

  
Talking Books:
      For citizens unable to read due to eye problems, learning disabilities, etc. Download application; doctor must certify disability.
